When to use it

Japan's Immigration Services Agency's online residence application system (new system since January 2026) takes PDF only, up to 25 MB in total including the photos and up to 20 files. Files with security settings (password, print or copy restrictions) are rejected (as of September 2026; check the application screen). This recipe merges scans and documents into one PDF with a bookmark per file, removes blank pages and author data, and compresses to 22.5 MB with margin. No password is added.
